The rules

  • Buyers and sellers must hold licences from their national nuclear regulator.
  • Exports are subject to IAEA safeguards and bilateral nuclear cooperation agreements between the exporting and importing states.
  • Uranium ore concentrate is shipped as Class 7 radioactive material (typically UN 2912) under IAEA transport regulations (SSR-6).
  • Physical-protection and end-use assurances are required.

What ARAM does

Our uranium page is information only. We accept enquiries from counterparties who enter a regulator licence number; they are reviewed individually. Namibia's mines ship through Walvis Bay; Niger's production and ownership have been disrupted since 2023.
